Louisville Takes Proactive Stand to Preserve Small-Town Character by Restricting Data Centers and Warehouses

Louisville, Tennessee — The Town of Louisville is taking proactive steps to preserve its small-town character through recent zoning updates that restrict data centers and manufacturing warehouses within town limits.

Over the past two years, Mayor Jill Pugh has led efforts to update the Town’s zoning regulations to ensure that future growth aligns with Louisville’s long-term vision. The updated regulations, adopted by the Board of Mayor and Aldermen in January 2026, clarify that data centers and manufacturing warehouses are not permitted uses on commercially zoned property.

In addition, Mayor Pugh advocated for the development of a new comprehensive master plan, which was approved as part of the Town’s 2026–2027 budget. The master plan will serve as a guiding framework for future land use, transportation, economic development, and infrastructure planning while preserving the community’s unique character. A key component of the master plan process will be incorporating citizen input to ensure residents have a meaningful voice in shaping the Town’s future.

“Planning ahead is one of the most important responsibilities of local government,” said Mayor Jill Pugh. “These actions ensure Louisville can responsibly manage growth while protecting the qualities that make our town a special place to live, work, and raise a family.”

Town officials say these initiatives reflect Louisville’s ongoing commitment to proactive planning, responsible growth, and clear expectations for residents, property owners, and future development, while preserving the town’s identity for generations to come.
