A new Tennessee law aimed at protecting the state’s waterways has officially been enacted, following a collaborative effort that began at the local level in Louisville.

The initiative originated with a roundtable discussion hosted at Louisville Town Hall by Mayor Pugh. The meeting brought together Congressman Tim Burchett, State Senator Tom Hatcher, state and local representatives, and officials from the Tennessee Valley Authority (TVA) and the Tennessee Wildlife Resources Agency (TWRA), along with leaders from other Tennessee River communities. The group discussed growing concerns about long-term mooring of recreational vessels and its impact on navigation, safety, and shoreline access.

From that conversation, State Senator Tom Hatcher took the lead in developing legislation. Working closely with multiple agencies, he helped craft Senate Bill 1725 to address these issues while balancing the needs of boaters and local communities.

The new law establishes a Class C misdemeanor for certain improper mooring practices, including leaving a recreational vessel in one location for more than 14 consecutive days along reservoir shorelines or within one mile of the water’s edge without proper authorization. It also restricts mooring within navigation channels and prohibits blocking access to waterways. An amendment clarifies that boats docked at permitted marinas or similar facilities are exempt from the 14-day limitation.

With the bill’s passage in the General Assembly and its signing by Governor Bill Lee, the legislation represents a successful example of collaboration between local leadership, state officials, and federal and regional agencies. The result is a law designed to preserve Tennessee’s waterways while maintaining responsible recreational use for years to come.
